Paradise City is built on layers; Lower Paradi is the ‘ground level’, being at roughly even terrain with the space around it though slightly elevated. Middle Paradi is 100 feet above Lower, separated by plates though some gratings do allow for a view below. The Upper Paradi plate is 100 feet above Mid-Paradi and the High Paradi one is another 100 feet above Upper, meaning the street level at the top of the city is actually hundreds of feet above the terrain outside. One can conceivably walk anywhere in the city though in practice this is only useful if going somewhere on the same layer. Traversing Paradi City by foot would simply take far too long and one still must make it through the checkpoints. It is possible to sneak through the few grates in the city or via maintenance hatches to reach other levels but this can be perilous in the extreme.
