Paradise City is built on layers; Lower Paradi is the ‘ground level’, being at roughly even terrain with the space around it though slightly elevated. Middle Paradi is 100 feet above Lower, separated by plates though some gratings do allow for a view below. The Upper Paradi plate is 100 feet above Mid-Paradi and the High Paradi one is another 100 feet above Upper, meaning the street level at the top of the city is actually hundreds of feet above the terrain outside. One can conceivably walk anywhere in the city though in practice this is only useful if going somewhere on the same layer. Traversing Paradi City by foot would simply take far too long and one still must make it through the checkpoints. It is possible to sneak through the few grates in the city or via maintenance hatches to reach other levels but this can be perilous in the extreme.

All the layers have a road system though most in Lower can’t afford cars nor do many in Middle opt for the extra expense, even if they’re able to buy one. Upper and High Paradi, featuring heated roads and LED lane markings, are often filled with automobiles. Highways come into and out of the city, particularly I-80 and I-101, entering through Mid-Paradi as ramps elevate them up, and bypassing Lower completely save for a few seldom-used off branches. Within the city, one can take the roads up or down between layers as well, but one must have security clearance to move up. Anyone can freely move down or up to the layer of their residence. The Paradi City Transit Bureau (PCTB) also runs buses, being most prominent on Mid to Upper Paradi. Few buses save chartered ones run in High and even few PCTB employees want to brave Lower, though a minority do.

The city also boasts an impressive public rail, which comes in from cross country, and converges into Lower Paradi at the core. There, passengers transit to a more local train, and tracks have been built into an upwardly-rising spiral circle around that massive center column. The trains run between all four layers but there are also multiple automated security check points where ID’s, tickets, and destination are checked by computer as well as by well-armed individuals if said computers indicate a problem. Freeloaders are fortunate to catch a night in jail if caught though the reaction, and punishment, depends on your standing. A resident of High or Upper Paradi will suffer little harassment, members of Mid to Low being not so fortunate. Apart from the central core track for up and down, there are separate branches which run throughout the plates levels, though the ones in Lower are seldom well-maintained. Passengers are segregated by layer residence as well as destination, making the rail highly efficient, while also somewhat exclusive.

Paradise City boasts several airports and while air fare is more expensive to fly into the city, it’s no more difficult than any other method. Most airports fly into Upper Paradi, with convenient rail stations and taxi drivers willing to convey newcomers further.
