Not All Wolves Change Equally
The Cursed are the black sheep of the werewolf community, the ones that no one likes to talk about. They’re the reason people fear the full moon, no matter what the Rahu claim, and for good reason. The Cursed are werewolves but of a different breed, one born of the capriciousness of the Moon. Sometimes, for whatever reason, the Change just… doesn’t take the right way. The werewolf endures the first change in a Wound, the would-be-occultist makes a foolishly worded deal with a lune, or one of the uratha uses a forbidden ritual to awaken the killing potential in a human being… either deliberately or as a punishment upon them. Tales also tell of a hidden Wolf Gift which can inflict the condition on a human being. Other legends hold that a human being bitten by a werewolf in Basu-Im, who survives, can also become a carrier. Whatever the case may be, once so Cursed, it’s permanent.
The Cursed are tied to the full moon and change under its light, where they hunt, kill, and devour their prey. Worse, they can pass their curse on to others. Spirits will not acknowledge the Cursed and will not interact with them. Cursed can also sense the presence of 'true' werewolves, which can drive them to a murderous frenzy.
Cursed are often solitary and live in a half-aware state of what they are. Sometimes they band together into hunting 'packs', absent a totem, to hunt and kill 'true' werewolves.
Neither the Forsaken nor Pure understand the Cursed well. Trying to speak with one is tantamount to inviting attack, and the one things both sides have learned is that the Curses are very, very hard to kill.
Most Cursed flee to the lower depths of the city, either to hide from the moon or to limit their predations to areas where it's less likely to be noticed. The Predator Kings might like to hunt in Lower Paradi as well, content in their own knowledge that they're the apex predators, but that sense of confidence rarely survives an encounter with one of the Cursed.
