Qadir is the Sheriff, and has been the law of the land since before Prince Baldassare came into power. He is respected, feared, but also disliked, as his harsh methods have made him a few enemies. He is notably unpleasant to be near, despite his good looks and manners. It is clear the years of service as Sheriff has taken it's toll on the kindred's humanity.
