This settlement was founded by Aventi, as a place where Aventi can be free without fear of prejudice or any discrimination. Merfolk are welcome to live here too as long as any racism or feelings of superiority are left in the open ocean. Such things are not tolerated by the ruling council. Currently the place is run as a democratic commune and is the first settlement in this area that is Aventi controlled. Sanctuary is located in the territory of the Mer Kingdom but they recognise it's independance.

Many of the inhabitants live in hollow coral domes with one way transparent tops in order to let the sunlight in. Some preserved sunken ships have also been adapted and used as dwellings.

One feature of this settlement is the Pearl Tower, the undersea equivalent of the Ivory Tower where undersea (and some surface dwellers) arcanists as well as those seeking knowledge can come and learn. This was set up by Spica and Vydia and it is here they live with their two children, unless their duties take them elsewhere.
