The Port Authority was created soon after the forming of the Silver Rain Republic as its military branch, eventually developing into the organization it is today. As such, it reaches wider than most law enforcement, and its officers also travel the seas in the interests of the Republic.
The tabards for Port Authority members are white and light blue, with ranking insignia on the flat of the shoulder. Trainers wear light blue and white robes, and secret agents wear what ever helps them survive on Black Island.
Rumour has it the Port Authority uses spies, though they vehemently deny this.
The Port Authority's jurisdiction covers the entire South Quarter, as well as any ships that come into the city, whether by river or sea.
History
Membership used to be mandatory for the Silverite noble houses, making at least one man from each house hold enlist for at least two years and during war time more would be drafted. Today with relative peace it is not so anymore, and even commoners are allowed to join, though that does ruffle the tail feathers of some of the higher ranking officials.
Today it doesn't take much to be able to join, and the requirements that -are- in place are for a good reason. Like an other govermental militiary, there are ranks and a chain of command.
Ranks

Ensign: This is the first rank, meaning that the member just signed up. It can last as little as a month or as long as a year. Basically this is the ranks of the cadets who are being trained, and learning the ropes.
Junior Lieutenant: This is the first ranks that recruits get, after showing skill and promise, and proving that they are ready to commit their lives to upholding the peace of sea life.
Lieutenant: Showing great leadership, and a clear head through the most trying of times, and doing their duties with all they can muster. This is the first officer position in the Port Authority.
Lieutenant Commander: This is the next step of greatness in the Port Authority organization, people who have pushed though even when they had nothing left to give, and people who show great leadership abilities are given this rank. Minimum rank for nobles.
Commander: Commanders are the members that have proven their selves time and time again. Have given their all to their duties, and who have sacrificed themselves for others. They control their own platoons, and give orders to Lieutenants. Maximum rank for commoners, unless married into the nobility.
Captain: Captains are members who have proven themselves over and over again, their fame in the Port Authorities are widely known. Most captains pilot their own vessels, and take on sea patrols, Captains that are away at sea are able to give orders since they cannot get in touch with their superiors.
Admiral: There are several admiral ranks including Rear Admiral, Vice Admiral and Admiral. These are the elder leaders of the Port Authority and do not usually get their hands dirty, instead providing general direction or commanding missions involving the entire organization.
Requirements
To join the Port Authority, a character must be able to swim capably, and have neither a criminal background nor a known association with pirates or similar organizations.
