Overpopulated hub plane connecting many major cities

The Union Plane is a pocket plane created by Xandra, Bodicea, Rianna Therlyassa and Wendele Selu Helevorn-Sedis which contains portals to various locations.
Due to it being a major economic hub, it is quite overpopulated and polluted. It is currently about 1800 feet in diameter and is still being grown out further.
Planar size
With the 5th Genesis casting running its course, the Union Plane's radius is currently 900ft. Starting at 30 Storm 6 a 6th casting of the Genisis spell will add a further 180ft a rate of 1ft/day.
Sections
The plane is divided into sections with different purposes, though due to the excessive growth, these sections have come to be "not as neat" as they were intended to be.
Center
The center is a circular area 360 feet in diameter in the middle of the plane and it is filled with shops and extremely crowded. It is surrounded by a circular road, about 20 foot wide, through which all traffic runs. The center has about 200 stronghold spaces of no longer available real estate.
Service Ring Mesa's
Around the lower center lies the service ring, which is filled with shops as well as the Union Library. It also includes the homes of the founders, though all of those have since been squatted.
This is the site of Glorious Handelbach's trade shop, home to many Glorious handelbach shop items. It features a exotic tent shop run by two very confrontational elves Hot and Tot.
Its geographic shape is designed into six mesa's with stairways and roads between them, with the mesa having tunnels and stores dug into it. Wagons cannot make their ways up there due to the height difference and all roads up being stairways and there are bridges between the mesa's.
There are about 69 stronghold spaces of floor space per mesa, not including infrastructure, but also with additional area dug into the mesa and built using second and third floors.
Portal Ring
The Portal Ring is the next ring outward from the Service Ring and includes two roads, Aorta Road and the Via Cava, one leading inwards from the portals and the other leading outwards to the portals, all through the center ring.
Portals consist of two separate gates, one incoming, one outgoing, and they are well defended with barbicans and gates.
Outer Ring
The outer ring was originally intended as the area of living quarters, but its grown a bit out of size. It consists of 24 sections of 32 stronghold spaces, but six of those have been reserved by Imeliene to grow Elven Trees. The Outer ring is still growing as the plane continues to increase in size though the next ring is planned to be forest.
Underground
Under the surface is the Archive.
Registered Portals
Besides these main portals, the Union plane also contains four personal portals originally intended for the creators.
Laws
- No more than five weapons per person per business cycle (poison counts as a weapon)
- Slave trade or slave transports via Union is forbidden
- Outsiders are not allowed on Union, except with explicit permission of the owners
- Expressions of religion are forbidden, which means no temples can be constructed and no rituals or proselytizing are allowed.
- Priests and faithful are allowed to wear their holy symbols as normal
