I propose to treat the Dreyse as a single-shot revolver for rules purposes. An 1880 Enfield is quoted to have a ROF of 18/m with a cartridge of 6, while the Dreyse has a ROF of 6/m, which suggests the loading time is about half that of the 6 shots of a revolver.
On the other hand, .35 bullet with 6 grains of powder (Dreyse bullet) is expected to do less then a .476 with 18 grains (Enfield) in range & damage.
