Darkon's Secret Police
The dutiful agency of Azalin Rex, the Kargat is a clandestine organization charges with being his eyes, ears, and fist.
At once a spy agency and an assassin's guild, the Kargat also has limited public duties as a law enforcement agency. It acts both inside and outside of Darkon, targeting both Darkonians and foreigners. Its lower ranks are filled with humans and demihumans while the upper ranks are rumored to be comprised of shapeshifters and undead. It's difficult to resign from one's post without forfeiting one's life.
The Kargat suffered heavy losses during the Requiem and the Shrouded Years and fully half its members may be stationed abroad.
The Kargat is exempt from Darkon's baronial law, answering only to their superiors and Azalin Rex, and are responsible for the enforcement of royal law. Baronical law is that set locally by Darkon's barons whereas royal law is set nationally by Azalin Rex and enforced as he sees fit. A member of the KArgat need not worry about justifying the legality of their actions publicly in a court of law. Rather, they must worry about justifying the wisdom of their actions in private to individuals concerned with both results and appearances. The Kargat is able to employ some very unsavory individuals precisely because it's capable of putting each on a very short leash ending in a choker chain.
Despite the fear and power the Kargat command, they're far from monolithic. The organization's power structure is decentralized and cellular, with few agents knowing those outside their immediate cells. Azalin's absence caused the Kargat's structure to become more scattered and in conflict with itself. Despite his ongoing efforts to reorganize and rebuild it, the three main cliques continue to be at odds with each other. Their power bases are divided geographically, with factions in Martira Bay, Karg, and Corvia.
The public face of the Kargat's enforcement of royal law are prisons, in a handful of towns, administered by the organization. Offenders are dragged there and are rarely, if ever, released. The unseen face of the Kargat's enforcement of royal law are disappearances in the dead of night.
