The Ravnos has a particularly good standing in New York city, as many of the clan helped driving the Sabbat out, and as such they are recognized by a special advisor to the Prince. While this advisor may take part in the Primogen council, it is in no way a Primogen, and holds no special privilege beyond that. The current Ravnos advisor is Prisha Anand
