Due to the high probability of brokenness in high-level play, we have opted for the out-of-characters fix of "scaling the world".
This means that the player characters, and their cohorts, are more powerful than their level would normally indicate. Normal city guards, cellar rats, and bandits are no challenge even for a level 1 character — they are simply to weak to even register as an encounter.
We have accepted the unfortunate situation that a "normal scale" wizard would be able to teleport, whereas that same wizard but level-scaled does not have access to such spells. This problem will diminish in significance as the player characters level up and grow stronger.
