Congealed Water Vapor

Non-lethal explosives and heavy ordnance

This is the material used in a number of non-lethal artifact explosives.

The compound exists in two phases: vapour and solid.

At higher pressures the compound is a vapor. As a vapor the compound is a translucent colorless mist. Due to the pressure involved the vapor spreads quickly until it reaches a critical pressure low. If the pressure drops below this point, the compound changes phase and becomes solid.

As a solid, the material is a azure-blue transparent gel which is wet and cold to the touch. The gel is smooth and flexible, but bounce back into it's old shape if deformed. The gel has Soak 12L/18B, Health Levels 20/40. Each minute the gel loses a single health level due to dehydration (unless it is kept hydrated). Dehydration occurs from the outside of the gel, so a large volume can take a long time to dissolve. All fire based attacks have 4 bonus damage against the gel, and a feat of strength of 10 or above allows one to extract an object or create from a cubed yard of gel.

Although the material is solid, it is possible to breathe in it, even when completely encased. The gel has another supernatural property: while it is as heavy as water, it does not crush things caught in it. Not even when there is a large column of gel above it.
