While this apartment block is clearly located on the Hodson side of the high line, it proprietors used the trick of not renting out the ground floor of their appartment complex to make the name of the block technically true. In addition to being on the wrong side of the high line, it is also quite close the the hudson yards, where all the metros are stored.

If you combine all of this with the fact that the current proprietors are too cheap to repair the windows with actual glass, you can see why the place is considered 'affordable living' even if this is only by Manhattan standards. Still the proprietors are quite happy to leave you alone if you a) pay the rent on time and b) only complain about the quality of maintenance if they are there.
