Mukhtar Bey is the prince of [[Cairo]]. He is the only known [[Caitiff]] prince in the [[Camarilla]] and the [[Ashirra]], but he does not owe allegiance to either. His rule over Cairo began in the late 17th century. Prince Mukhtar is known as a stern traditionalist, fair ruler, and a keeper of the peace. The Prince expects those in his domain to observe its traditions. Visitors to Cairo are shown some leniency if they are found to break with kine traditions. But even so, they best take account of their conduct lest they outstay their welcome. His reputation as a fair ruler stems from him hearing all sides of a disagreement—no matter the social status or political ties of the involved parties—before reaching a verdict. Once a verdict is reached, the prince considers the matter concluded. There is no room for appeal, nor does he brook any further argument on the matter.
