Lewis Welch is the head of the [[Citizen's Committee]] and a chief opponent of strikes. HWhile he seems like a thickheaded man with a club - which he uses to break bones to intimidate would-be strikers - he is knownsurprisingly well informed and keeps a network of spies and informants to know exactly where to hit to break a strike.
