Assigned by the [[Mayor]] in 1923 to tackle the increasing crime and crack down on bootlegging, Chief Collins is a hard man who has very few worries about 'police brutality', 'overreach' or 'rights' and very many worries about 'stopping crime' and 'getting results', leading to a marked change in the way police handle their business in [[Chicago]]. Notably, the man seems to have very little concern over police corruption as well, so long as it does not interfere with the Mayors plan to crack down on (visible) crime.
