no, payment / income does not get processed until the character is sanctioned or "exists" in the city. So it's from your assorted equipment + gp, which means either a) I can dock you 40gp to put you at the appropriate net worth or b) we need to change your equipment. (like the MW backpack that serves no purpose because there is no point having a MW backpack, MW does not increase it's carrying capacity, it's not a bag of holding or a hand haversack)
