The Frosthaven Council exists for a few key reasons, all stemming from the unique challenges and needs of a remote, struggling settlement in a harsh environment:

Shared Governance: Frosthaven isn't large enough for a complex, hierarchical government. The Council allows for representation from key demographics and interest groups within the settlement, ensuring that diverse perspectives are considered in decision-making. This fosters a sense of shared ownership and responsibility for Frosthaven's fate.

Resource Management: Survival in Frosthaven demands careful allocation of limited resources. The Council is responsible for overseeing the distribution of food, materials, and manpower, balancing the needs of the community with the long-term sustainability of the settlement.

Defense and Security: Frosthaven faces threats from both the environment (blizzards, wild beasts) and external forces (rival settlements, monstrous incursions). The Council coordinates the city's defenses, strategizes for potential conflicts, and manages the city guard.

Long-Term Planning: While immediate survival is always a concern, the Council also looks to the future. They consider issues like infrastructure development, trade agreements, and exploration of the surrounding territory, aiming to secure Frosthaven's prosperity for generations to come.

Dispute Resolution: In a close-knit community, disagreements are inevitable. The Council provides a forum for resolving conflicts, mediating between individuals or factions, and ensuring that justice is served within Frosthaven.

Essentially, the Frosthaven Council acts as a combination of legislative body, executive branch, and judicial system, all rolled into one. It's the central governing body that keeps the settlement functioning and strives to guide it towards a better future.
