There are vanguard guards outside the doors.

That the clerks are not in there recording the minutes? That it's a seemingly confidential meeting of the powerbrokers? And that the occasional raised voice comes out? but not enough to make out what is said - just the tone...

Yes - that is unusual.

Of course, there is a betting pool as to what is being discussed.

For the second day, the discussions are locked and kept private and the rumours continue to swirl as to what could be being discussed within the walls and again wagers are being taken as to what is truly being discussed.

Even when the council members allow the doors open once more, they are tiht lipped on the nature of the discussion. Whatever it was, it must be important.
