Assigned by the Mayor in 1923 to tackle the increasing crime and crack down on bootlegging, Chief Collins is a hard man who has very few worries about 'police brutality', 'overreach' or 'rights' and very many worries about 'stopping crime' and 'getting results', leading to a marked change in the way police handle their business in Chicago.
Notably, the man seems to have very little concern over police corruption as well, so long as it does not interfere with the Mayors plan to crack down on (visible) crime.
