One more bugfix after some internal house rule improvements.

Fixed Bugs

• Fixed a bug that prevented switching (and creating new campaigns) with World of Darkness-style game systems. It is no once more possible to properly use the WoD game system for your campaigns.
• Fixed a bug that let the 'Techniques' campaign configuration entry show for everyone, even players that are not allowed to adjust the technique entries.
